India Reimposes Anti-Dumping Duties On Chinese Titanium Dioxide

Domestic producers of titanium dioxide are facing difficulties, so India reimposes anti-dumping duties on Chinese titanium dioxide. The duties have now changed to $681 per metric tonne from $470 per metric tonne previously. The objective is to protect the Indian industry from dumped imports from China.
The Ministry of Finance announced the re-imposition of the duties on 24th October 2026 following DGTR findings. The DGTR findings have established that dumped imports have caused material injury to the Indian industry. These duties will stay in effect for five years unless amended or withdrawn.
Titanium dioxide is an opaque pigment that gives products whiteness and brightness. It is used as an important raw material for the coating and paint industry.
Additionally, it is widely used in plastics and several other industrial applications. Other uses of titanium dioxide include sunscreens, cosmetics, food, and pharmaceuticals. However, the India government has clarified that customs duty will be determined based on the product description.

Anti-Dumping Duty Rates on Chinese Titanium Dioxide

Under Notification No. 26/2026-Customs (ADD), the government has prescribed different duty rates based on the Chinese producer or exporter.
Duty per metric tonne     – Producer or exporter category
$460                                 – Certain listed producers, including LB Group companies
$510                                  – Listed non-sampled cooperative exporters
$563                                 – Specified Shandong-based producers
$609                                 – Anhui Gold Star Titanium Dioxide
$681                                  – Other covered producers
On the other hand, some specific end-use application products are completely exempt from anti-dumping duties. This will help to limit downstream industrial impact outside the core manufacturing sectors. These sectors include:
  1. Pharmaceuticals
  2. Food Grade Applications
  3. Cosmetics and Skin-care Products
  4. Textiles and Fibres
  5. Nano or Ultrafine Titanium Dioxide

Impact of Anti-Dumping Duties on Indian Industries

Reimposing duties could raise the landed cost of the specified Chinese imports, pressuring Indian paint manufacturers and other companies that rely on this material. On the other hand, Indian titanium dioxide producers will benefit from dumped imports because of price pressure. Moreover, the additional duty could raise costs for importers and manufacturers that rely on Chinese supply. Whether these higher costs pass through to end consumers as higher paint and other finished-goods prices will depend on local supply conditions. This includes existing inventory levels, the availability of other suppliers, and how manufacturers choose to price.

Impact of Anti-Dumping Duties on Importers

India’s anti-dumping duties on specified titanium dioxide imports from China are likely to increase the financial burden on Indian importers. The additional duty will raise the landed cost of the product by reducing profit margins for traders and businesses supplying the paints, plastics, coatings and printing-ink industries.
Importers will struggle to pass the full cost increase on to customers, particularly under existing fixed-price contracts. Additionally, the measure will encourage businesses to explore alternative suppliers from other countries, depending on pricing, product quality and availability.
Moreover, importers will need to pay closer attention to customs documentation, producer-specific duty rates and compliance requirements to avoid unexpected expenses. Higher procurement costs may also affect downstream manufacturers’ purchasing decisions.

Conclusion

India’s anti-dumping duty on Chinese titanium dioxide imports is a significant development in India’s trade policy. It’s designed to protect Indian manufacturers from what is perceived as unfair competition.
It will result in higher import costs and will present problems for Indian importers and the downstream industries. Companies will have to look at their sourcing again, manage their costs and ensure they are in compliance with the relevant customs regulations if they are to remain competitive.
