Are you planning to import food products in India?

In India, the food business is taking on new directions with an increase in international trade.  Statistics show a rapid increment in the import and export of food products. However, entering the Indian market is not so simple. FSSAI Importer License is one of the major requirements for the import of any food products or ingredients into India.  It helps in the entry of only safe and quality products.

> FSSAI Importer license can be applied for a period ranging from one to five years. Afterwards, an application form can be filed for renewal of FSSAI Importer license.
The submission of annual report has to be done by importers for their FSSAI importer license to the FSSAI centeral authority.

NOC required for online FSSAI License for Importers

NOC is very important for importation as you will not be able to get the license or import food without a NOC. You need the following documents to apply for a NOC:

Bill of Entry
End-use Declaration- A declaration regarding food as not being GM food.
Country of origin certificate.
Import-Export Code (IEC) issued by the DGFT
FSSAI food business license.

The queries have to be clarified that are raised by the authorized officer. The inspection team will accompany the tasting of the food samples. 
NOC will be granted to those who have met the requirements. thereafter, one can proceed with obtaining the license for importing food items into the country.

Now, there are 3 ways possible:

*If FSSAI complies with the details provided in the application and the documents submitted, the organization can begin its business operations.

*Or additional documents may need to be submitted or some other information missing from the application may be required. Upon submission, a unique app ID is generated on this. Now, if no inspection is required, the FBO can start operating after 60 days. However, if an inspection is required, a report would be performed and issued. Now, the license will be granted if all formalities have been completed, within 60 days. If in the case, the inspection report is not processed, the organization can start the business after 60 days.

*Or the organization receives a Notice of Improvement. It will also mention a period within which the case will be modified. If the problem is not resolved within that time period, the request will remain on hold. And another date will be announced along with a fine payable. If the problem is still not reviewed, the application will be canceled. A new application can be submitted only after 90 days of this cancellation

SUPPORTING DOCUMENTS

The documents that are necessary to be submitted by all FBOs, have been mentioned below. Whichever type of Certificate you are applying for. Basic Registration, State or Central License.

Form A or Form B (Form – A for Basic FSSAI Registration & Form – B for State and Central FSSAI Registration) – completed and signed,

2 Passport Sized Latest Photographs.

PAN Card of the Business Owner/Proprietor/Partner/Director.

Proof of Possession of the Premises (Property Papers – for owned property. Utility bills (Electricity or water) or Rent Agreement – if the premises is on rent).

Partnership Deed,

Certificate of Incorporation or Articles of Association (AOA) of a company.

The complete list of food items that the unit will be processing,

The planned FSMS (Food Safety Management System). Applicable for FSSAI State or Central Food License only,

Authority letter with name and address of responsible person nominated by the manufacturer and an alternative responsible person indicating the powers vested with them. Such as, assisting the officers in inspections, collection of samples, packing & dispatch. This is mandatory for manufacturers and processors, (applicable for Licenses only).

Analysis report (Chemical & Bacteriological) of water to be used as an ingredient in food from a recognized/public health laboratory to confirm the portability. Mandatory for manufacturing and processing units. (applicable for Licenses only).

FSSAI is a government agency charged with ensuring food security in India. The FSSAI registry was created centrally, to ensure that food products sold in the Indian market would comply with a set of guidelines and regulations at any given time. In other words, the main objective of an FSSAI registry was to guarantee public health, through a mechanism of regulation and supervision of food security in the country. The department issues licenses to various companies based on an FSSAI fee. The FSSAI fee is paid at the time of registration, and the subsequent number issued is printed on your product or prominently mentioned, for the general public.

Following documents are required for FSSAI
*Photo Identity proof of promoters.
Business Constitution certificate (Which can be partnership deed, certificate of incorporation or any other registration, eg: trust)
Proof of possession of business premises (Can be rent agreement, or any other utility bill)
List of food products manufactured or processed
Bank account information ( Opening page of bank passbook held in the name of business or proprietor)
