India Baggage Rules 2026: Allowances, Customs & TR Benefits

Travelling to India with personal belongings is no longer governed by the 2016 Baggage Rules. The government introduced India’s Baggage Rules 2026, which set out new allowances, customs rules, and TR benefits. It came into force on 2 February 2026. The new rules aim to simplify and make passenger customs procedures more transparent. The revised framework is designed around modern international travel patterns and the growing movement of Indians, NRIs, tourists, and professional experts. Furthermore, it increases the general duty-free allowance for several passenger categories, simplifies Transfer of Residence benefits, introduces clearer provisions for temporary imports and re-imports, and so on.

Understanding the Rules

What Are The Baggage Rules 2026?

The Baggage Rules, 2026 are the customs rules governing baggage imported by passengers arriving in India. They set the conditions under which passengers may bring personal effects, household items, jewellery, and other articles into India without paying customs duty.

The updated system also operates in conjunction with the Customs Baggage (Declaration and Processing) Regulations of 2026, which specify the way in which passengers are to declare their baggage and how customs handles it. The goal is not just to raise the duty-free allowances. The wider reform is intended to make the process of passenger customs clearance more efficient, a result that can be achieved through the use of digital declarations, advance filing, clearer categories, and simplified procedures. Furthermore, the government has expressly identified passenger facilitation, transparency, and a reduction in detentions as key objectives of the new framework.
